In 1993, when I was 10 years old, my family took a trip to Beijing, where the large boulevards provided us with an image that seemed reversed: bicycles everywhere, punctuated by the occasional car. The young and old rode nearly identical two-wheeled machines to get where they needed to, and the internal combustion engines were sidelined, weaving their way through an army of peddlers. At that time, writes Kristof in 1988, 76% of road space in China’s capital was taken up by bicycles – and one in every two people owned a bicycle (that’s 5.6 million bikes for 10 million people).
Fast forward 20 years: Beijing’s traffic patterns are impressive for a very different reason. Cars now clog the streets, slowing down rush hour traffic to 9 miles per hour, and bicycles have all but disappeared. Chinese consumers have overwhelmingly embraced the car - from 1990 to 2000, their number increased from 1.1 to 6 million (a 445% leap). The hunger for cars is growing; China is now home to over 78 million cars, of which 6.5 million are in Beijing alone.
On May 18-19, the G20 Ministers of Labor met in Bad Neuenahr, Germany to discuss and adopt their annual Labor and Employment Ministerial Meeting (LEMM) Declaration advocating for "an integrated set of policies that places people and jobs at center stage." In this, the meeting did not shy away from some of the more thorny issues to reach the overarching goal of fostering "inclusive growth and a global economy that works for everyone." It focused on the much-feared future-of-work, the longstanding challenge of more and better employment for women, better integration of recognized migrants and refugees in domestic labor markets, and ensuring decent work in the international supply chains.
When governments adopted the Sustainable Development Goals (SDGs), their message was one of ambition: a world in which poverty is eliminated, growth made sustainable, ecosystems restored, and no one is left behind. This came with a price tag: annual investment needs of $4 trillion. With only $1.5 trillion now being invested, this means closing an investment gap of $2.5 trillion every year until 2030.
For International Finance Institutions, this is the central challenge of our time. It involves aligning the interest of global savers, and the investors who represent them, with the interest of citizens as they are expressed through the SDGs.
The fact is that the poorest countries have been left behind. To change this, we have focused on two levers: (a) reforms and instruments to manage risks of investing in lower-income countries, which are perceived to be of higher risk, and (b) sector policy and capacity to increase the flow of viable, high impact projects. At major gatherings in Addis Ababa, New York, Washington and Accra, we are working on these issues.
Many urban planners may know the success stories of Curitiba, Singapore or London realizing transit-oriented development (TOD). However, TOD is still very new in Sub-Saharan Africa. Although this concept of leveraging on major transit infrastructure to affect integrated land-use development for greater benefits may be gaining more recognition, there are few examples of successful TOD in Sub-Saharan Africa beyond a couple of South African cities, such as Cape Town and Johannesburg.
Dar es Salaam, the largest city in Tanzania with a population of 4.6 million, is expected to become a mega city by 2030 with a population over 10 million. However, its growth has been largely shaped by informality, coupled with a lack of hierarchy in roads and transit modes. It is increasingly difficult to get around the city without being stuck in traffic for hours. The complex and fragmented institutional structure of Dar es Salaam compounds the challenges, making management of the city complicated and less effective.
Nepal needs to fix its budget process, remove hurdles to infrastructure development and cut down excess liquidiity.
At first glance Nepal’s economic fundamentals appear sound. Economic growth this year is expected to recover to 4.5%, after a lackluster FY13. On the fiscal and external fronts, indicators are well in the green. This year again, Nepal is likely to be the only country in South Asia to post a budget surplus (0.3% of GDP). Continued growth in revenue mobilization and higher grants will more than make up for the increase in government spending. In FY14, public debt is expected to fall below 30% of GDP, and Nepal’s risk of debt distress may fall from a “moderate” rating to “low”.
Unlike other South Asian countries, Nepal has remained largely unscathed by global monetary tightening, reflecting its limited integration into global financial markets as well as its healthy external balances. Nepali analysts often highlight the growing trade deficit as a cause for concern, but remittances (projected at over 30% of GDP) should push the current account to a comfortable surplus position of 2.4% of GDP.
The only apparent dark spot is inflation, which remains stubbornly high. With inflation close to double digits in January (year-over-year), it appears unlikely that the NRB’s target of 8.5% will be reached.
In short, Nepal appears to be doing well. Many European countries today can only dream of posting similar growth, fiscal or debt numbers. So what is the problem?

Japan and the Republic of Korea are among those convinced that GAFSP is a good investment in food security. Inspired by a challenge from the Unites States, Japan and South Korea just pledged an additional $60 million to GAFSP at a meeting in Tokyo held in conjunction with the World Bank and IMF Annual Meetings.
The United States announced that it was prepared to contribute an additional $1 to GAFSP for every $2 contributed by other donors, up to a total of $475 million.
